District 2 Conceptual Master Plan Survey

Project Background:

The City of San Antonio purchased 12.21 acres of land at 4911 Lord Road on May 9, 2024. City Council approved funding with the Inner City Tax Increment Reinvestment Zone (TIRZ) Board to support design work for a new District 2 Senior Center and master plan for the development in the surrounding area.

This conceptual master plan includes a new Senior Center, improvements to nearby Copernicus Park, and affordable housing for seniors.

On Tuesday, December 9, at the Copernicus Community Center, Capital Delivery worked with Human Services, Neighborhood and Housing Services, Parks and Recreation, and Council District 2 to share three possible Master Plan options with the public. Community members were invited to review the plans and give feedback.

The Master Plans show possible improvements to Copernicus Park, a new senior center, and future affordable housing for seniors. All three Master Plan options include the same main features:

  • the existing Copernicus Community Center
  • the existing Copernicus Park
  • a new senior center
  • future affordable senior housing
  • a future natatorium (indoor swimming facility)
  • soccer fields

The options are different in how these features are designed and placed. Differences include:

  • the size and location of parking areas
  • access to the affordable senior housing
  • the amount of green and garden space
  • the number and location of sports areas
  • where buildings, walking paths, and exercise equipment are located
  • whether features like a splash pad, softball field, or amphitheater are included
  • the location of smaller park features like playgrounds, picnic areas, and restrooms
