City Tower Flores St. Public Art Opportunity
The City of San Antonio’s Department of Arts & Culture has identified 60 N. Flores St. an opportunity for a public art mural project. The mural will be located on the west facing external wall of the City Tower Parking Garage. This project is funded through the City Tower Certificate of Obligation fund, 1% for Public Art as part of the 2017-2022 Bond Program, as well as the Tax Increment Reinvestment Zone (TIRZ) Program.

All Public Art Projects managed by the City of San Antonio’s Department of Arts & Culture follow a comprehensive process. The Public Art Process includes six major checkpoints, in which we check in with the community and stakeholders for updates and feedback from beginning to end. Milestones with an asterisk indicate required approvals by our Public Art Committee and San Antonio Arts Commission. On average, a project can be completed in up to 24 months.
Project Overview:
The City of San Antonio’s Department of Arts & Culture has identified the City Tower parking garage building as an opportunity for a public art project. The artwork will be a mural located on the exterior wall facing N. Flores St., between Commerce and Houston Street. Currently in the beginning stages of the public art process, we need your input on what theme you would like to see explored in the artwork design.
City Tower, the 22-story skyscraper (built c. 1975), previously served as headquarters for Frost Bank. In 2015, the City of San Antonio acquired the building and began renovations to house employees of 24 City departments.
Soaring at the height of 300 feet (91 meters), it is the 11th tallest building in San Antonio and is adjacent to City Hall.
Public Art Project locations must gain approval from the San Antonio Art’s Commission’s Public Art Committee before the project can continue. This project gained approval on from the Public Art Committee on February 7, 2023.
If a project is in a park or historic district/location it must gain approval from the City of San Antonio’s Office of Historic Preservation’s Historic Design Review Commission. This project did not require approval from the Historic Design Review Commission.
