The Transit-Oriented Policy Framework is an approach to creating development along transit corridors, like VIA's Advanced Rapid Transit (ART) system. With two ART corridors already in progress and the Rapid Green Line being developed, this plan will help guide current and future growth along the Green Line corridor. The TOP Framework will focus on projects and activities around the Green Line, aiming to create a lively and well-connected area of development.

Why a TOP Framework? San Antonio is ready to put in place fair and inclusive transit development policies along with our major investment in public transit. We need to make sure that the benefits of the new rapid transit improvements are enjoyed by people who already live and work near the future ART corridors, as well as by those who will move to these areas in the future.

How is it being developed? The City sought public input to help us to refine existing policies and support new ones to promote fair development around ART corridors. Our teams then created draft goals, planning opportunities, strategies and principles based on that input to build the draft TOP Framework which we plan to bring before City Council on December 19, 2024.
