Letter to the Residents of Inwood Community

Thank you for reaching out the Public Works Department regarding the D9 Traffic and Mobility Bitters Road project.


The City of San Antonio (COSA) received great public feedback and engagement when design concepts were presented through our SASpeakUp project webpage and in our design public meeting. While the option to leave the all-way stop sign condition at Bitters Road and Rogers Wood/Inwood Cove seemed like a viable option at the time, a thorough traffic study was conducted in 2024 that modeled current and future traffic volumes along Bitters Road from Loop 1604 through Huebner Road. The traffic study shows that leaving the all-way stop condition at Rogers Wood/Inwood Cove will significantly increase delays on Bitters Road (including for residents in the area subdivisions), create backup traffic that would affect the Bitters Road and Huebner Road intersection, and risk increasing emergency response time for Fire Station 43 due to the traffic backups at the all-way stops.


In short, the determination to install traffic signals at both of the Bitters Road intersections that are located at Cutter Green/ Ashton Village Drive and Rogers Wood/Inwood Cove was made after careful review of the traffic study and consideration of multiple factors including public safety, traffic flow efficiency, and maximizing the number of improvements to provide the public with the given budget.


The benefits of the new traffic signals include improvements to the overall traffic management along this corridor from Huebner to Loop 1604 on Bitters Road and improvement to emergency response times for Fire Station 43. All emergency vehicles at this station have been equipped with an emergency preemptive system to allow emergency vehicles to better navigate through the intersections when responding to calls.


The installation of new traffic signals at each intersection is the best option to improve the corridor and is for the best interests of the community.
