Industrial Compatibility Overlay District (ICOD)
The City of San Antonio is proposing the creation of an Industrial Compatibility Overlay District (ICOD) (map on this page). This Overlay Zoning District is being proposed to establish appropriate transitions between established heavy industrial uses and surrounding areas, ensuring the safety and health of area residents, as well as those who work or go to school in the area.

La Ciudad de San Antonio esta proponiendo la creación de un Distrito Superpuesto de Compatibilidad Industrial (ICOD) (mapa en esta página). Se esta proponiendo este Distrito de Zonificación Superpuesta para establecer transiciones apropiadas entre los usos industriales pesados establecidos y las áreas circundantes, garantizando la seguridad y la salud de los residentes del área, así como de aquellos que trabajan o van a la escuela en el área.

The Planning Department will hold a Community Meeting on July 2, 2024. A quorum of the Zoning Commission may be present but no action will be taken.
Additional Information
If the overlay district (ICOD-1) is adopted, current use and base zoning districts will not change, but new development within the overlay district boundaries would be subject to additional regulations.
“ICOD-1” will not allow new industrial uses into areas that do not have an industrial base zoning district and does not promote the establishment of new industrial uses in areas that are currently zoned for residential or agricultural uses.
The proposed overlay district includes multiple exceptions for existing residences, as well as undeveloped properties that have residential zoning.
The Council has explicit authority over all land use and zoning decisions within City limits.
The ICOD is meant to protect public health and safety by limiting the density of residences near heavy industry.
If your home is located in the overlay area, you will not have to leave your home as existing residences will not be affected. The proposed overlay district includes multiple exceptions for existing residences, as well as undeveloped properties that have residential zoning.
