Digital Media and Arts Pilot Program
The Development Services Department, in partnership with the Department of Arts and Culture and the Office of Historic Preservation, was tasked by the Planning and Community Development Committee to review a proposal presented to the City by Outfront Media and Urban Activation Institute.
When the proposal from Outfront Media and Urban Activation Institute was first submitted, it was set up as a proposed district for digital displays. The term “Urban Entertainment District” caused confusion, so the initiative has been renamed “Digital Media and Arts Pilot Program” to better describe the proposed program.
What is a "Digital Media and Arts Pilot Program"?
The proposal involves creating a program allowing the installation of digital displays, which would allow the city to share revenue through advertisement.
There were four community meetings in March and seven meetings with preservation groups, businesses, building owners, arts groups, city center groups, and digital media representatives. So far, preservation groups are firmly against any pilot program, with the main concerns being:
- Impacts on historic preservation of the city and tourism
- Limiting the size and location of the displays
- Restrict the advertising content

- Activation of new spaces
- Revenue sharing (6- to 7-figure estimated annual revenue based on other cities)
- Affords time on digital media for art and other city messaging
- Adds additional lighting to areas
- Increases opportunity for arts

- Enforcement and regulation
- Protection of important community areas and historic assets
