SA Tomorow identifies actions to develop Transportation Demand Management (TDM) plan
2017
San Antonio City Council Consideration Request (CCR) is heard in chambers to request TDM Program for City employees
2019
City Vanpool Pilot Program is created in partnership with VIA, offering vans to selected employees across the City who meet in public parking lots to vanpool together to their office spaces downtown.

2020
City Vanpool Pilot Program ends at onset of COVID-19 pandemic.
2021
City executes $750,000 Advanced Funding Agreement (AFA) with the Alamo Area Metropolitan Planning Organization (AAMPO) and the Texas Department of Transportation (TxDOT) to fund City TDM Plan.
2022
AFA is amended through February 2024 with revised scope to address the TDM plan for City employees.
The revisions are ratified and come as a result of changes post-COVID-19, such as post-pandemic parking demand, relocation of City employees to City Tower, reductions in VIA's transit services, and new hybrid "work from home" formats for some employees.
2023
COSA Moves You: Employee Commute Solutions (a.k.a. TDM Plan) launches!
