Fiscal Year 2026 (Program Year 2025) Action Plan and Budget
Overview
The City of San Antonio receives four federal entitlement grants awarded through the U.S. Department of Housing and Urban Development (HUD). These four grants include:
- Community Development Block Grant (CDBG)
- HOME Investment Partnerships Program (HOME)
- Emergency Solutions Grant (ESG)
- Housing Opportunities for Persons with AIDS (HOPWA)
The City anticipates receiving approximately $23 million in total grant funding in Fiscal Year 2026. Before using these funds, HUD requires the City to develop an annual Action Plan and Budget. The Action Plan and Budget details how funding will address the City's five-year Consolidated Plan. The Consolidated Plan has goals and priorities that the City works to meet.
In August 2021, the City Council approved the five-year Consolidated Plan. Below are the priorities approved in the Consolidated Plan:
- Priority 1: Provide Decent Safe Affordable Housing
- Priority 2: Provide for Special Needs Populations
- Priority 3: Provide Housing and Supportive Services for Homeless Population
- Priority 4: Provide Neighborhood Revitalization Efforts
- Priority 5: Provide Economic Development
Fiscal Year 2026 Action Plan
The City has a total of $23,264,133.40 in available funds for the FY 2026 Action Plan. The table below summarizes the proposed FY 2026 budget for each grant program. It also shows a year-over-year comparison of entitlements funds.

The City will recommend funding to eligible activities based on the priorities in the Consolidated Plan. The proposed FY 2026 activities and funding will be available for public review on this project page by July 7, 2025.
CDBG Program
The City may recommend housing rehabilitation programs; activities in support of affordable rental or homeownership housing development; fair housing program; public service programs; public facility improvements; public infrastructure improvements; and lead-based paint assessment and abatement.
HOME Program
The City may recommend housing rehabilitation programs; affordable rental or homeownership housing development; homebuyer programs (down payment assistance); and Community Housing Development Organization (CHDO) Operating expense program.
ESG Program
The City may recommend rapid re-housing, homeless prevention, emergency shelter or street outreach services. Staff will coordinate with the Department of Human Services.
HOPWA Program
The City may recommend permanent housing placement services, rental/utility assistance, transitional shelter, medical hospice with 24-hour care, and essential services such as meals, transportation for persons with HIV/AIDS. Staff will coordinate with the Department of Human Services.
With these federal investments, the City of San Antonio continues to develop programs that serve youth, seniors, people with disabilities, people living with HIV/AIDS, and homeless individuals and families. Leveraged with bond and general fund revenue – and executed in partnership with community stakeholders – the City proposes a suite of community development programming and activities to strengthen community resiliency and expand access to opportunity.
Resident Participation
On May 27, 2025, the City issued a public notice in the San Antonio Express-News announcing a public comment period and the first of two public hearings. The Public Comment period will run from June 10, 2025 through August 6, 2025. Events and opportunities for the public to comment on th Action Plan and Budget are below. These include several public meetings and online comment. Written comments can be mailed to the Neighborhood & Housing Services Department, Division of Grants Monitoring and Administration, PO Box 839966, San Antonio, TX 78283. Written comments can also be emailed to [email protected]. All comments will be accepted until August 6, 2025.
City Council will consider the adoption of the FY 2026 Action Plan and Budget on Thursday, August 7, 2025. The FY 2026 Action Plan and Budget must be submitted to HUD by August 16, 2025.
