Pangkalahatang-ideya
Ang Lungsod ng San Antonio ay tumatanggap ng apat na federal entitlement grant na iginawad sa pamamagitan ng US Department of Housing and Urban Development (HUD). Kasama sa apat na gawad na ito ang:
- Community Development Block Grant (CDBG)
- HOME Investment Partnerships Program (HOME)
- Emergency Solutions Grant (ESG)
- Mga Oportunidad sa Pabahay para sa mga Taong may AIDS (HOPWA)
Inaasahan ng Lungsod na makatanggap ng humigit-kumulang $23 milyon sa kabuuang pagpopondo ng grant sa FY 2025. Bago gamitin ang mga pondong ito, inaatasan ng HUD ang Lungsod na bumuo ng taunang Action Plan at Badyet na nagdedetalye kung paano tutugunan ng mga pederal na pondo ng karapatan ang mga layunin at priyoridad na inilarawan sa limang- taon Pinagsama-samang Plano.
Inaprubahan ng Konseho ng Lungsod noong Agosto 2021, idinetalye ng Pinagsama-samang Plano ang mga sumusunod na priyoridad:
- Priyoridad 1: Magbigay ng Disenteng Ligtas na Abot-kayang Pabahay
- Priyoridad 2: Maglaan para sa Mga Espesyal na Pangangailangan Populasyon
- Priyoridad 3: Magbigay ng Pabahay at Mga Serbisyong Pansuporta para sa Populasyon na Walang Tahanan
- Priyoridad 4: Magbigay ng Mga Pagsisikap sa Pagbabagong-buhay ng Kapitbahayan
- Priyoridad 5: Magbigay ng Economic Development
FY 202 5 Action Plan

Irerekomenda ng Lungsod ang paglalaan ng pagpopondo sa mga karapat-dapat na aktibidad batay sa mga prayoridad na pangangailangan na tinukoy sa Pinagsama-samang Plano. Ang mga iminungkahing FY 202 5 na aktibidad at pagpopondo ay magagamit para sa pampublikong pagsusuri sa pahina ng proyektong ito bago ang Hulyo y 2, 202 4 .
Programa ng CDBG
Maaaring magrekomenda ang Lungsod ng mga programa sa rehabilitasyon ng pabahay; mga aktibidad sa pagsuporta sa abot-kayang pagpapaupa o pagpapaunlad ng pabahay sa pagmamay-ari; programa ng patas na pabahay; mga programa sa serbisyo publiko; pagpapabuti ng pampublikong pasilidad; pagpapabuti ng pampublikong imprastraktura; at pagtatasa at pagbabawas ng pintura batay sa lead.
HOME Program
Maaaring magrekomenda ang Lungsod ng mga programa sa rehabilitasyon ng pabahay; abot-kayang rental o homeownership housing development; mga programa sa pagbili ng bahay (tulong sa pagbabayad ng paunang bayad); at Community Housing Development Organization (CHDO) Operating expense program.
Programa ng ESG
Maaaring magrekomenda ang Lungsod ng mabilis na muling pabahay, pag-iwas sa kawalan ng tirahan, emergency shelter o mga serbisyo sa outreach sa kalye. Makikipag-ugnayan ang staff sa Department of Human Services.
Programa ng HOPWA
Maaaring magrekomenda ang Lungsod ng mga permanenteng serbisyo sa paglalagay ng pabahay, tulong sa pag-upa/utility, transisyonal na tirahan, medikal na hospisyo na may 24-oras na pangangalaga, at mahahalagang serbisyo tulad ng mga pagkain, transportasyon para sa mga taong may HIV/AIDS. Makikipag-ugnayan ang staff sa Department of Human Services.
Sa pamamagitan ng mga pederal na pamumuhunan na ito, ang Lungsod ng San Antonio ay patuloy na bumubuo ng mga programa na nagsisilbi sa mga kabataan, nakatatanda, mga taong may kapansanan, mga taong nabubuhay na may HIV/AIDS, at mga taong walang tirahan at pamilya.
