Mpango Kazi na Bajeti ya Mwaka wa 2025 (PY 2024).
Muhtasari
Jiji la San Antonio hupokea ruzuku nne za haki za shirikisho zinazotolewa kupitia Idara ya Makazi na Maendeleo ya Miji ya Marekani (HUD). Ruzuku hizi nne ni pamoja na:
- Ruzuku ya Vitalu vya Maendeleo ya Jamii (CDBG)
- Mpango wa Ubia wa Uwekezaji wa NYUMBANI (NYUMBANI)
- Ruzuku ya Suluhu za Dharura (ESG)
- Fursa za Makazi kwa Watu Wenye UKIMWI (HOPWA)
Jiji linatarajia kupokea takriban $23 milioni katika jumla ya ufadhili wa ruzuku katika Mwaka wa Fedha wa 2025. Kabla ya kutumia fedha hizi, HUD inahitaji Jiji liandae Mpango Kazi na Bajeti ya kila mwaka ambayo inaeleza jinsi fedha za stahili za shirikisho zitashughulikia malengo na vipaumbele vilivyofafanuliwa katika tano- Mpango Jumuishi wa mwaka.
Iliyoidhinishwa na Halmashauri ya Jiji mnamo Agosti 2021, Mpango Jumuishi unaangazia vipaumbele vifuatavyo:

- Kipaumbele cha 2: Kutoa Watu wenye Mahitaji Maalum

- Kipaumbele cha 4: Toa Juhudi za Kuhuisha Ujirani
- Kipaumbele cha 5: Kutoa Maendeleo ya Kiuchumi
FY 202 5 Mpango Kazi
Jiji lina jumla ya $ 2,794,376 katika fedha zinazopatikana kwa Mpango Kazi wa Mwaka wa 202 5 . Jedwali lifuatalo linatoa muhtasari wa bajeti inayopendekezwa ya FY 202 5 katika programu nne za ruzuku na ulinganisho wa mwaka baada ya mwaka wa fedha za stahili.

Jiji litapendekeza kutenga fedha kwa shughuli zinazostahiki kulingana na mahitaji ya kipaumbele yaliyoainishwa katika Mpango Mkuu. Shughuli na ufadhili uliopendekezwa wa FY 202 5 utapatikana kwa ukaguzi wa umma kwenye ukurasa huu wa mradi ifikapo Julai y. 2, 202 4 .
Mpango wa CDBG
Jiji linaweza kupendekeza programu za ukarabati wa makazi; shughuli za kusaidia ujenzi wa nyumba za kukodisha kwa bei nafuu au umiliki wa nyumba; mpango wa makazi ya haki; programu za utumishi wa umma; uboreshaji wa vituo vya umma; uboreshaji wa miundombinu ya umma; na tathmini na upunguzaji wa rangi yenye msingi wa risasi.
Mpango wa NYUMBANI
Jiji linaweza kupendekeza programu za ukarabati wa makazi; ukodishaji wa gharama nafuu au maendeleo ya nyumba ya umiliki wa nyumba; mipango ya mnunuzi wa nyumbani (msaada wa malipo ya chini); na Mpango wa gharama za uendeshaji wa Shirika la Maendeleo ya Makazi ya Jamii (CHDO).
Mpango wa ESG
Jiji linaweza kupendekeza upangaji upya wa makazi haraka, uzuiaji wa watu wasio na makazi, makazi ya dharura au huduma za ufikiaji mitaani. Wafanyakazi wataratibu na Idara ya Huduma za Binadamu.
Mpango wa HOPWA
Jiji linaweza kupendekeza huduma za upangaji wa makazi ya kudumu, usaidizi wa kukodisha/matumizi, makazi ya mpito, hospitali ya matibabu yenye uangalizi wa saa 24, na huduma muhimu kama vile chakula, usafiri kwa watu walio na VVU/UKIMWI. Wafanyakazi wataratibu na Idara ya Huduma za Binadamu.
Kwa uwekezaji huu wa shirikisho, Jiji la San Antonio linaendelea kutengeneza programu zinazohudumia vijana, wazee, watu wenye ulemavu, watu wanaoishi na VVU/UKIMWI, na watu binafsi na familia zisizo na makazi. Kwa kutumia dhamana na mapato ya jumla ya mfuko - na kutekelezwa kwa ushirikiano na washikadau wa jamii - Jiji linapendekeza safu ya programu za maendeleo ya jamii na shughuli za kuimarisha uthabiti wa jamii na kupanua ufikiaji wa fursa.
Ushiriki wa Wananchi
Mnamo Mei 28, 202 4 , Jiji lilitoa ilani kwa umma katika San Antonio Express-News ikitangaza kipindi cha maoni ya umma na mkutano wa kwanza kati ya miwili ya hadhara. Kipindi cha Maoni ya Umma kitaanza Juni 1 1 , 202 4 hadi Agosti 7 , 202 4 . Fursa kwa umma kutoa maoni yao kuhusu Mpango Kazi na Bajeti zimefafanuliwa hapa chini. Hii ni pamoja na mikutano kadhaa ya hadhara na maoni ya mtandaoni. Halmashauri ya Jiji itazingatia kupitishwa kwa Mpango Kazi na Bajeti ya FY 202 5 siku ya Alhamisi, Agosti 8 , 202 4 . Mpango Kazi na Bajeti ya FY 202 5 lazima ziwasilishwe kwa HUD kabla ya tarehe 16 Agosti 202 4 .
