VIA Metropolitan Transit owns, manages, and operates the local transit system under the authority found in Chapter 451 of the Texas Transportation Code. The VIA Metropolitan Transit Board of Trustees is composed of 11 members representing various entities: five San Antonio City Council representatives, three Bexar County Commissioners Court representatives, and two suburban Mayors. Each member serves a staggered two-year term. The Chair of the Board is elected by the board members and serves a two-year term.
